Method 1:
Go to Settings.
Then go to Wireless & Networks.
Then go to Mobile Network.
Then click on Access Point Names.
Then click on these 3 dots.
Then click on Reset To Default.
Then go back.
Then click on Carrier.
Disallow it, And before the next minute Allow it.
Then long-press your phone's power button.
And Restart your phone.
After restarting, try to download the file/media.
Method 2:
Go to Play Store.
Click on these 3 lines.
Then go to My Apps & Games.
Then go to Installed.
Scroll down.
And update your WhatsApp.
