First, check whether you have a valid plan of SMS pack on your BSNL SIM Card.
If you have a valid plan of SMS pack in your BSNL SIM Card then follow the following steps:
Go To Your Phone's Setting.
Then go to Dual SIMs and Mobile Network.
Then go to SIM 1/2.
Then Disable the SIM card.
And then Enable the SIM card.
After this try to send an SMS.
